My 1981 33C has a seacock feeding what looks like a filter/regulator which in turn feeds what appears to be a pump. Where it goes from there, I can't be certain. All of this is in the well at the bottom of the starboard cockpit locker. Does anyone know what it's purpose is?

The seacock below the cockpit locker supplies water for the head unless the boat has been changed from the original.

Is your toilet manual or electric?
If it's electric, what you prob'ly have a strainer and a remote intake pump for the toilet. If it's manual, it could be a PO's idea--though not a good one--of how to turn a manual pump into an electric one. Or it may not have anything to do with the toilet if the toilet has be replaced by one designed to use pressurized flush water...if you have central heat/ac, it could be the strainer and pump for it.
