Is the compartment on the starboard side of the cockpit of a 1989 C25 some sort of a cooler? It seems to be "insulated" and is too small to be of much use for anything else.

I think that was sort of the idea. The ones that I have seen, seem to be loaded with junk anyway.
I've never really understood onboard coolers anyway. Most people pack their groceries to the boat IN a cooler, why transfer it out, to begin the cooling process on a boat cooler? And what to do with the cooler that was unloaded for the trip?
Life has some troubling questions for me...

I keep my winch handle, bilge pump handle, and propane bottles in it.

If it is shallow because it is above a quarter berth, then it is for things you want to quickly access like Joe Diver does. Cockpit coolers usually have a drain. Propane bottles are dangerous to keep in such places as they need to be in ventilated areas where they ventilate down. LPG is heavier than air and if they leak, the gas will go down into your cabin and possibly be fatal. If this cockpit locker is not totally sealed from the inside of the boat, as well as being vented downward, it is a potentially dangerous situation.

Nah. That propane isn't going down into the boat. Even if the bottle does leak, that little compartment isn't sealed well enough around the lid to be an issue. Besides, its a small 1# bottle for the campstove. Even if it fully discharged there wouldn't be enough gas to be a problem. It would settle down in the cockpit and out the self drain holes in the transom......and that's only if there is absolutely zero air movement to mix it and dilute it.....which really just doesn't happen.
