I've got a 1998 Hunter 170 and finally found the manufacturer of the weird rudder. www.dotan.com
The screw mechanism in mine finally broke and in process of ordering replacement part. HQ is in Latvia so we'll see how the ordering goes.

Looks interesting! The only issue I see is low-water launches where the rudder & centerboard must be partially raised. Does not look like your rudder supports this.

Orignally the rudder and centerboard I think were built by Foss Foam in Florida as they make most of them. I could be wrong but check there as well as the website you listed is inknown to me. For specifics, contact customerservice@huntermarine.com but be specific and to the point as those fellows are extremley busy but do want to help.
