Not sure about the 1978, but here is the price list from 1979, price may have gone up slightly for 1979 due to the change to a K/CB instead of the original shoal-keel; Base Price: $6950.00 with sails.
(Note that O'DAY kind of flubbed the drawing, the cut-away view is correct, the full side-view still shows the fixed-keel of the 1972-78 model.)
The price list is an early 1979 issue, 09/15/1978 but it is for 1979, since the Model Year ran August to July, and so for 1979 that would be August 1978 to July 1979.

I can tell you exactly what a 1978 shoal keel Oday 22 from the dealer cost. I bought one with Shore Station trailer, 9.9 HP Evinrude outboard, single color deck, dealer prep and appropriate state (NY) sales tax and of course registration for all the above for 9987.00. That didn't include Ulmer Flasher, Haarstick 150, Ulmer Storm Jib, or the winches and alcohol stove.
