Many will say it's overkill and too heavy, but I have one on my 25 and I pushed it to 3/4 throttle once to get through head seas and head winds. Glad I had it.
If you deal with currents, tides, and heavy wind, you may one day be glad you have that power in reserve.
That said, a 9.9 is certainly enough, and definitely be sure your transom is up to the nearly 120 pounds that a four-stroke 15HP motor will bring to it.

For an inland lake, it's overkill, you can't move the boat faster than the theoretical hull speed. However, if you already have one and your motor bracket is well backed on the inside of the hull, the bracket block is in good shape and the bracket is rated to support the weight and the thrust, then why not?
I have a 4hp and it is fine for my purposes, a large inland reservoir, but I see a lot of 6 to 9.9hp motors on boats of our size here.
