Dear BoatU.S. Member,
Do you own a federally documented vessel? The U.S. Coast Guard is proposing to charge an annual fee of $26.00 for the renewal of certificates of documentation for recreational boats. While the Coast Guard charges to issue new certificates of documentation for boats, currently there is no charge for annual renewal.
This fee will only apply if your boat is federally documented and would be in addition to any state registration fees. For current information on federal vessel documentation, visit the United States Coast Guard Documentation Center.

Yea, Well...

...they gotta recover their costs and that's sounds about right even if it is annoying. However, you would think a three-year certificate would substitute well enough. I'll find out where to comment and will do so. Wonder why I didn't get my BUS notice?

Got mine today, Rick.. Reminds me of the old "Luxury tax" fee grab that was pulled off a few years ago.. I will be commenting as well.. The shrimpers and pro fishermen and the barge operators will lobby against it here in Louisiana since it will cost those guys a pretty good chunk.. The fear (and maybe rightfully so) is that once a fee is established, it can be ramped up easily .. Other than that, I really don't have a problem with the fee as long as it stays reasonable.. .. but I would like to see the justification and how the dollars will be spent.. I am not for a fee that would go to the Fed General Fund!

Why does it have to be renewed every year? Once it is documented it should just stay that way until a change in ownership or disposal of the vessel in a landfill or if it sinks or something. What value is added by processing that paper form they send out every year? I sure can't think of any. This is just another tax disguised as a user fee, but who ever asks whether the service is even necessary or just a waste of money?

I commented.

We don't need any more fees. It is expensive to document a boat when you first to it.

They could save some costs by not doing renewals every year.

Why does this need to be done every year anyway? If states can process tags for two years for $10 I would think they could do this for a lot less than $26 for changing a date in a computer.

This could easily be done on line through a web portal for next to nothing.

"A fee for documentation renewal is likely justified as a cost-recovery vehicle. Having said that, the renewal process should be automated. It is a simple verification which could be handled via an on-line registration thereby avoiding any but minimal cost for mailing.
Further, if automation is not possible for some reason, there should be serious consideration to a different renewal period. Five years comes quickly to mind; perhaps another. I see no benefit to the USA nor the owner of an annual frequency.

Annual renewals provide a more accurate record of the ownership and location of Federally documented vessels which are by definition boats capable of traveling international waters, but are not registered with tagging familiar to local authorities. Annual documentation is a balanced attempt at ownership identification control.

Personally, it is a small price to pay for the freedom from local muni's trying to extract property tax revenue.

Huh? Most states still require boats to carry a registration sticker, and they are still taxed by whatever laws the various states impose. The only benefit I would gain by federal documentation would be that I wouldnt need to have big stupid registration numbers glued to the bows.

The Fed is just looking for another cash cow (several million boats X $26), and another way to keep their thumb on everyone's doings. This should be opposed with all the might those who have a brain left in their skull can muster.

Annual doc requirements do not serve to locate any boat nor does it obviate the need to pay state or local taxes.

People, including myself, just lapse into the well-worn routine of complaining about tax masquerading as fees similar to the common theme often read here complaining about how marine head requirements which contribute minimally to sewage discharge to navigable waters.

Lets face it. If we want lower taxes, we need to elect a government, the antithesis of which we currently suffer.

Personally, I think writing in opposition of this proposed fee is a laudable but useless endeavor given it will be received by a government intent on increasing revenue it doesn't need to further expand a bloated bureaucracy.

Most foreign countries don't recognize a U.S. state registration. Not many (any) world cruisers here.

Most lenders require documentation so those who borrow money to buy a boat are often required to document it.

Otherwise, there is no advantage or benefit.

The benefit with documenting is that you no longer have to apply registration numbers, the boats name is sufficient. You may still have to register the boat with your state, and pay the appropriate tax, but the boat will look a lot cleaner. In addition, above a certain size many insurance companies require it. Not sure if they could do that if there was a fee.

No, I'm saying that you don't have a boat eligible for USCG Documentation and that your comments to the USCG regarding Documentation would make you look foolish and ill-informed, since you are not a stakeholder. But if you want to, by all means...
