The answer is no, 'though your question should have read 'thief proof,' or 'theft proof,' not fool proof. First time you're a victim second time, you're the fool.
The only defense is to secure in such a way that it is so time consuming and inconvenient to take that the thief takes someone else's. Or, per the previous response, forgo the stick and use a boathook, which is what everyone does up here (not because of theft, it's just the way it's done up here).
You might try a paint pattern that would allow you to locate the float in it's new home. Maybe that would deter theft
A dock mate had his boom stolen a few weeks back, and someone snagged my wheel cover last year. I am always amazed at what goes. You could use a short length of stainless wire to secure the pole to the main rode. Rent a crimper and permanently loop and thimble it. It won't make it theft proof, but it is alot more difficult to cut than rope.
