Mooring identification

We are looking for a means of identifying the moorings in our area - something that would have the owner's name, phone number, boat name etc. Adhering stickers to the mooring balls has not been a lasting solution, I'm wondering if anyone has some suggestions for an inexpensive
weatherproof solution?
