Moisture Meters & Butyl Tape Tempertures

This season I've noticed slight leaks starting around two through bolts so I've decided to rebed everything with butyl tape as a winter project.

That leads to two questions:
What does the minimum outside temperature have to be for butyl to adhere to the deck and hardware properly?

Is there an inexpensive pinless moisture meter anyone would recommend for to check around each thu-deck fitting for moisture?

You can apply the butyl at what ever temp you like down to about 30F but the colder it gets the loger it takes to "displace" from under the fitting and "ooze out".. This means many more small tightening events than when it is warmer. To speed the process a heat lamp aimed at the fitting does wonders...
