Model Year determination?

Okay, so I purchased a nice little 25 that was in dire need of some TLC and updating. While trying to register the boat, the bill of sale stated a 1979 model, apparently, the marine police believe differently and are giving me a world of (kaka) about it. Refresh my memory.... the last two digits before the model number is the production year right? Anyone?

C-Dude, The HIN# goes as follows: Maufacturer, model, hull #, year model. The last (2) digits are the year model ie; 79 is 1979 HUN3102654899 is a Hunter 310 hull # 26548 yr model 1999
