I have a 1980 universal Atomic 4 engine. After launch I noticed the the oil was milky w/ water after less than 1 hour of running. Last year I had a thermostat fail closed and the engine overheated for about 5 minutes and blistered the paint on the head.
My first thought is that I blew a head gasket. I did not notice this problem last fall when I changed the oil.

I can't think of any other cause.

Please respond w/ any suggestions.

Just a WAG, but could the cylinder head/mating surfaces be warped, also?

I would take the head off and have a close look at the head gasket. I would also take the head in and have it magna fluxed to check for cracks. Oil in the water is not good news sorry.
