I got some mice in my outboard I got them out and the wires fixes what's the best way to clean the mice pee and poop

.But that aside, I'd seal up the air inlet, electrical connections and anything else that could be affected by water and carefully start at the top and work downwards with a minimum amount of water.
Do this on a hot sunny day to dry it as quickly as possible along with (if not too big) finally running the engine in a clean garbage can of water to completely dry it.
Dry poop is easy to vacuum out. Once it gets wet it turns into a dirty sticky mess. For the pee soap and water. I have used a wet/dry shop vacuum cleaner for that and it is just a matter of hosing the insides out later.
