Mexican TIP problems

I have shipped our boat to La Paz. The boat had previously been in Mexico. The former owner shipped PE back to Canada via Yacht Path International, which no longer exists. The former owner says that he could not load until he turned in his TIP. Now the Mexican officials say there is no record of the cancellation. The boat is now in Mexico and can not get a TIP.
Has anyone had similar issues?
Any suggestions?

Well...

...my first thought is to get a ship's agent and have them deal with it. However, if they say the TIP is still valid, what do they do about the change of ownership? Would they issue a duplicate which you could then cancel? How did they even know the boat had been issued a TIP; was there a record? If not, and you volunteered it, why don't you try again? Maybe a trip to PV is needed to get another take on this. I do think you need an agent to get this done though; you may have walked into the bureaucratic revolving door.

some have beat feet to move boats away.. i dont recommend that but it has successfully been done. however you get no checkout papers.

dont stop anywhere until san diego bay.

make sure you have 2 on board for continuous sailing, and plenty of fuel.
i didnt say this.
san diego bay to check into usa is mandatory unless you sail more south, in which case you will need check out papers from mexico, so it seems north is only piratical option.

btw--why is it not possible for owner to purchase a t i p. they easy. would make your day a helluva lot easier.

hhmmpphh... this is a puzzlement.. does he have to take boat offshore to redo it for mexican legality?? there is a way to do that, but i dont know... would have to be sailed.
too bad the company does no longer exist--if another company bought em, is mebbe there stilla record of the transaction ?

Most likely the previous owner who shipped it to the US is bullshitting you and never turned in the old TIP. Every time I've turned one in all they wanted was the little mirrored holographic decal sticker back, and they cancel it via barcoded reader immediately, leaving you with the actual paper permit which you can document time,date,and place of return and save in your boats paperwork file, which would make it much simpler to get a new one issued under circumstances like this.

An agent finally solved the problem by contacting the lawyer in Mexico City who works for the Marina association. The previous owner had turned in the TIP and I had the paid receipt from the agent who did the cancellation. We were the first boat to arrive in Mexico with the new procedure and no official seemed to want to make a precedent setting decision. A boat that arrived the following day to us was in the same position. To make things more complicated, we drove through the boarder at Tijuana where the officials just waved us through without stopping. I thought, wrongly, that we could get our visitor permits when we arrived in La Paz. Naive Canadians. That too had happened to other who entered through Tijuana. Just to stretch things out the Christmas break arrived so on January 5, 2015 we were finally legal. Lesson: make several copies of every piece of paper you receive in government transactions. If the previous owner had kept a copy of the old TIP the problem would have been solved in a few days rather than two months.

I got a TIP for my boat 9 years ago. Is it possible to cancel it from the US? Or do I have to return to mexico before it expires and then cancel it when I leave? Thank you!
