Unfortunately, there is no pull start to this motor, there may have been at one time but no longer.
Check the top of the flywheel. There should be a groove around the edge of the flywheel, and a slot cut from the edge to the center. Some motors had a rope stored under the cowl that had a knot in one end and a handle on the other end. The knot would be inserted into the slot and the rope wound around the flywheel in the groove. pulling on the handle would hopefully start the motor. You could easily make your own starter rope.
