Well.... it looks like you are on your way to a solid solution.

It is curious that they welded the nuts. WHY? Are you sure it is a weld or maybe it is JB-weld. That seems like a lot of unneeded work to weld the nuts.

Yes you found your problem with the halyards. No functioning sheaves.
Looks like you are on a positive path to a good resolution.

With all that aluminum touching stainless, perhaps consider anti-seize grease (anti-gal) when re-assembling. Save you or the next owner the bad experience you just had.
