I was wondering about my mast height. Is the stated height from the deck or the water.

It is from the water line that was painted at the factory. However, if the boat doesn't float at that line, then the mast height is different from the published specs. The real world mast height is a changing number depending on the density of the water the boat is floating in and the load that it is carrying. Think about this the next time you go under a bridge that is around your mast height. Makes us guys with 55 foot masts rather nervous.

Mast Height vs I dimension

Hi Dennis, welcome to the Doyle Forum. As sailmakers, we are concerned with sail plan dimensions, commonly called rig dimensions. The I dimension is the distance from the top of the highest genoa halyard sheave to the theoretical intersection of mast and deck (not Cabin top) This measurement should not be confused with mast height above waterline, or you could be in trouble.
