You do not need the height of the mast, you need the IJPE measurements and here they are.

If you are purchasing a new sail, the sailmaker will either have you measure the boat or they will come on site and take their own measurements.
I suggest that you take a look at the HunterOwners store for a new sail. Good quality and reasonable prices.

Steve is right of course. I like this site for checking sail size: http://www.sailritesails.com/ShowAd.aspx?id=5874&SourceID=2&BoatName=HUNTER 31 . I think that you can find the same thing at "Sail Warehouse". I am presently considering making a sail. I might start small, the staysail for my cutter.

I have a brand new mainsail for a Hunter 31 that I never used because I sold the boat. It is still in the shipping box and it is an off shore which was ordered about 9 months ago. I'm asking only $1000 for it.
