Governor Hogan is moving on a dredging plan for Conowingo Dam on the Susquehanna, the largest of the Chesapeake Bay tributaries. Conowingo is now full of sediment that washed down from Pennsylvania and New York. This is a pilot program, just 25,000 cu.yds. but it prototypes a critical part of the Bay clean up - prevent high-phosphorus sediment from reaching the bay and and damaging the overall cleanup effort. Cudos to Gov Hogan, for taking the first step and making it clear that he will insist the dam operator (it is a hydroelectric dam) Exelon, and the upstream states must step up to dredge Conowingo.
