The problem I see is that most boaters are quick to blame the boat next to them I hear this all the time. The problem with this other than building bad feelings is that owners often do not look for problems on their own boats and just point fingers...
I too see this all the time. However it would be pretty unusual for three adjacent boats to simultaneously suffer catastrophic damage to underwater metal parts and have the cause be problems aboard each individual boat. Common sense says that one boat had the problem and shared it with the neighbors.

The thought that keeps returning here is: "if you've got a piece of crap boat next to you (old or new) that has a power cord attached to it, it's time to start worrying."

Just because he hasn't plowed into you yet doesn't mean he's not attacking you underwater.

Also, can't you check for stray voltage by dropping a volt meter positive lead into the water and the negative lead to the negative in the box (to check the dock) or AC connector on the boat (to check the boat)?
