No it doesn't end corrosion!
But...
If the designer allows for corrosion loss of metal and the rate of corrosion is slow enough to make the anticipated life time, economically attractive versus painting (or other standard protection).
Well... Essentially sure
If you construct your building with Titanium (which is much much slower corrosion than Cor-Ten). No rust stains on the concrete. No need to ever paint. Stronger than Cor-Ten.
So why don't we always use
essentially Maintenance Free Titanium? $$$$$$$$ vs. $$
I had heard of the legendary new metal that people kinda like on a building exterior. But couldn't stop the rust bleeding on the sidewalks and streets.
Cor-Ten would stain your pretty white decks and was developed for "Atmospheric corrosion" not
galvanic marine corrosion. Atmospheric corrosion is done by mildly acid rain from concentrated Auto/power plant exhausts.
Bonus answer: Big City... Guess New York or LA.
