Major Wipping of Mast in Light Winds

1989 Hunter Ledgend 37.5. Have removed both main and jib for cleaning and repairs. During the past few months at the dock in winds of 10kts or less the mast will develop an oscilation that shakes the whole boat quite severly. The boat is new to us and the rigging and spars have not been checked for wear or tunning. We are about to embark on that process and would appreciate any advice or information you can provide. I would start...

...by checking the standing rigging very thoroughly. Then start from scratch and tune the rig. I would ignore all the settings on the boat and start as if the mast were going up for the first time. First set the rake, about 16" on your boat. Then go ahead and laterally center the mast. Then bring your cap shrouds(D3) to 20% breaking load(BL). Set your V1 and V2 at 15% BL. All the time keeping the mast in column. Sight the mainsail luff grove to confirm. Pull on full backstay and adjust cap shrouds to 25%. Now go for a sail and check the rig under load.
