What I have done so far

1. Pressed the blue button, but that does not turn electricity on
2. Pressed the orange button ( believe this is the fuse)
3. Switched breakers from On to Off a couple times

Which other tests can I do ?

Don't lknow what blue or red is but if the breaker is bad, it won't matter. With no power to the boat, check continuity with a voltmeter while you switch the breaker on/off.

If nothing changes, you found the problem.

If the breaker works, turn on the power and (carefully) check to make sure you are getting power to the breaker hot side.

I am unfamiliar with Beneteaus but most, if not all manufacturers install a breaker at or very close to the shore power plug. Check that first.

If I'm reading the picture right it looks like the orange button says Test under it, so I'm guessing that's a GFI, with the blue button being the reset. If that's the case then make sure to press blue after orange to reset the GFI breaker.

Spent the morning reading about how to meter connectivity and voltage.

Used the voltmeter to test connectivity onthe shore cable.

....No connectivity on one cord.

Problem was connection on a bad connection on the cable plug to the boat.

Finally managed to reestablish connection.

Would have been a lot easier if the plug could have been disassembled.

Any ideas on this can be done ?
