Low RPM with O'Day 26 Inboard Engine

Hi - How much RPM should I expect getting under full throttle underway (i.e. in gear) on an O'Day 26 with Yanmar 1GM inboard Diesel engine?

While in gear, the maximum RPM we see under full throttle is 2600 rpm. Without load (i.e. without gear) we see a little above 3500 rpm. Clean hull and prop. The 2600 maximum under load seem rather low?

We had a 1GM10 on an '80 Hunter 27 and had no problem reaching top RPMs (which as I recall was 3200 continuous, 3400 peak) unless we hadn't used for a while and barnacles took over the prop. So if hull and prop are clean I'd look for some other drag on the shaft. Maybe the stuffing box nut is too tight.
