Rudder vibration due to a loose rudder post in the sleeve, which appears worn. Yard recommends dropping the rudder and cutting out the tube or sleeve that holds it and fiberglass in a new tube with a tighter tolerance or remove the rudder and wrap the rudder post in self adhesive mylar shim stock to take up the play. Do either of these make sense? Anyone have similar experience with this problem?

Sounds like the yard is offering the $2000+ solution to the $200 problem. There are a couple of other methods to take the play out of the Catalina rudder post if it is not damaged or cracked. 2 are detailed in a posting on the Catalina 30 owners site as a downloadable document. Do a search on:
