loose bow cleats

Hello all, My bow cleats my 88 Cat 30 are a bit loose. I can't seem to figure how to get to the underside of them. Anybody know if they have a backing plate? any ideas for tightening. I'd like to pul them, reseal, and reinforce as the moorings here are brutal during hurricanes. Experience out there? Cheers Robb
