Note:
1) one large fender in the dingy tied to a floater
2) the dinghy port/aft line dangling
3) Boat ladder down , assuming the USCG didn't lower it for the officer on board.
4) boat registration should be same as wallet ID
5) bottom of boat fouling, perhaps lack of use.
Looks like an abandon ship scenario to me.

Is that an elaborate boom tent? Cut anchor rode or mooring. Setup as a live aboard. I don't see a painter between dinghy and sailboat. Dinghy is swamped. Sailor woke up to boat adrift, bouncing on the bottom. He fell when the keel, catching as a larger wave hit her broad side and she got knocked on her beam. Very sad. I hope he just hit his head while trying to make it ashore and is only wandering around a little dazed with a mild concussion until he is found and helped.

I think this has been Photo Shopped. Look at the water in the dinghy and the water outside. Also, that boat would be laying over more. Just my observation.
Well, OK, then. I give. It isn't the first time nor the last, I'm sure, that I've been wrong about something. But, I still think something doesn't look right.

The full dink really throw the perspective off cause you don’t expect the wind ripples in the dink. PA CG are great. I’m glad I’ve never needed their services, but did more stupid shit cause I knew they had my back (when I was younger an apparently much smarter)
