Without...I think.
Canadian and US law define LOA slightly differently. In Canada, Form A4 defines the Length overall (LOA) as "the length of a ship in metres from the fore part of the uppermost end of the stem to the aft side of the aftermost permanent structure of the ship, not including guards or rubbing strakes, spars, platforms, outboard motors, Z-drives, jet drives, or transom-hung rudders, but is to include any additional enclosed hull volume that is to be added to the hull in the form of detachable or fixed volumes such as blisters, sponsons, bolted stern appendages, etc."US CG defines LOA as the length, measured over the centerline, from the foremost point on the hull, excluding any pulpits, bumpkins or other other appendages, to aftmost point on the hull, excluding any motor brackets, davits, swim platforms or other attachments not an integral part of the hull.Since most bow pulpits are part of the deck mold, not the hull mold, it wouldn't be included in the LOA anyway. That's the legal definition. Harbormasters and marinas count everything from the front of an anchor on the pulpit to a dinghy on davits hanging 5' off the stern...'cuz they don't care what the legal LOA is, they only care about how much dock space the boat occupies.
