For all of you following my ordeal trying to register my home made boat, I did it! I gave up on connecticut because they were incompetent and it was a multi month process of beauracratic nonsense. I went to Mass. to see if I would fare any better. Within 2 days of my call the environmental police CAME TO MY HOUSE and inspected the boat, gave me the form and then I went to the tax office where they waived sales tax (paid on the materials) then over to the registry division of law enforcement office where I got a computer generated HIN and a registration number and sticker good for 2 years. This whole process took 1 hour and 15 minutes including the inspection at my house!!! Bill Weld and Paul Cellucci have really cleaned up this state and I thank them.
