Jackdaw, I disagree.
The idea is that for SAR the GPS is gonna be there in the radio. It won't need any other device that may or may not work at the moment when you need it.
Also, lots of small boaters can't afford or need or want all the bells a whistles that we cruisers do.

I have had NMEA 2000 networking since 1996 and moved the unit from my last powerboat to the Cal 29
So now i have a 43 year old A4 with fuel flow
and the unit has always worked perfectly
That being said it is a house of cards in that and damage to any cable kills the whole thing (the cables and wires are tiny) and my cables have become pretty stiff which is becoming and issue with the head unit on the RAM mount
Like everything else NOBODY really followed the standard ,for example the Garmin wind transducer will plug into my network BUT i will never be able to use it correctly as you pretty much need a Garmin head unit
Being and early user i am stuck with BLUE connections which have become rare as there now RED and you need adapters and then there are all the other brands of pugs that ONLY work with X
And the GPS on my hand-held Standard Horizon has incredible sensitivity (single in the basement)and it is freaking fast

Are you thinking handhelds? If so I agree.
For hard installs, the market will migrate to using the N2K network GPS data to get location for DSC mayday calls. I know my GPS is on and operational via a deck mounted antenna; I would rather not rely on a gps antenna attached to a VHF radio.
Going forward, you may see a few with built in GPS, but the majority will migrate to network data for cost reasons. Most installs will be networked plotter and VHF at a minimum. Add GPS hardware to the radio is added cost that must be accounted for in selling price. NMEA 2k is more more standardized now than in the past.
Probably depends on the definition of 'moderately' as it will be different for each person. I splurged and went with a new GX2200 myself for my refit, to get the benefit of AIS/GPS as well. Will remain to be seen if I'll upgrade to an external GPS, but probably unlikely. For me, I wouldn't classify it as a moderate price point, but I don't think it was way out of line for the features it carries, and considered it a good value.
A simple search (Google or DuckDuckGo or your choice) of GPS VHF Marine Radio shows everything you want to know. Internet searching is not a boating-specific tool to use, and is very helpful for many things.
