Lettering position

I am considering repositioning the lettering on my newly purchased C-28 mkII, and would like a practical opinion. From pictures I have seen of the c-28 under sail and in dock, the bottom portion of the transom is always out of the water - aside from personal preference - is there any practical reason not to put my boat name there?

State registration -vs- documented vessel

If you register your boat via a state registration with the states number on the bow you can place the name of your boat where every you want it. If however you document the vessel with the Coast Guard, they have spacific requirements for the visibility of the name and the city / state the vessel is document in.
