A couple ways to do it

The "proper" way would be to cut away the affected area, like taking the skin off an orange. This will expose the foam inside the rudder and allow it to dry properly. The rudder then would be closed back up and seams repaired with epoxy, etc. The quick and dirty way is to drill holes in the bottom of the rudder and around the area of a bulge if you have one yet. If this goes without repair over winter, you will have a bulge and delamination because of the water inside the rudder freezing. It takes a long time for the water to drip out on its own, and you can help it out by applying a vacuum and sucking the water out. This is difficult and won't get it 100%. However, it is a way to get the water out over winter. In the spring you can either plug the holes you drilled or take the time to have it done correctly. I have a picture in the photo forum of a bulge. http://www.sailboatowners.com/upload/display.tpl?folder=Palmer73097624507&fno=17
