Lead Keel Crack

For the last two winters our 1991 Legend 37.5 suffered a blow-out of the fiberglass shell that covered the lead keel. The theory is water somehow leaked into the area between the fiberglass shell and the lead, froze, expanded and blew out the fiberglass. After grinding down the fiberglass shell this year, we discovered a vertical crack, about 7 inches long right in the middle of the two (last year and this year) damaged fiberglass areas. The crack starts at the hull-keel joint and could very easily be the the path the water took to get behing the fibergalss shell. The hull keel joint around the remainder of the keel is sound - I do not believe the keel is moving. We have also recaulked and tightened the keel bolts. I have contacted Hunter for recommendations. Has anyone else experienced anything like this. Does anyone have any recommendations for repairing the crack in the keel? Is this a safety issue?
