Carie, first determine if it is the rudder itself or the steering mechanism has come adrift. It may be a steering cable that broke or got pulled from the steering sector.. Does the emergency tiller work to steer? This can be fixed while in the water.
It also could be a broken rudder frame or post.. This will require pulling the boat out and dropping the rudder so it can be repaired.. If it is really mangled, Phil, on this site, may have a way to get a new one to you.. Repairing a rudder is a pretty expensive thing .. replacing it, moreso..
