Elissa, You mean the cleats that are on the 'mast-end' of the boom? Not sure about the 23, but on my 26 I use them for the mainsail outhaul and the reefing line. There's a third available for either a second reef line or the topping lift. Dave Crowley s/v Wind Dreamer
