Kicker motor w electric start

This year for the first time I removed my Honda 9.9 outboard from the boat for the winter. I built a stand and it sits in my heated garage. Something I forgot to do when I removed my boat from the water was to run all the fuel out of the engine before shutting it down. So I have some fuel still present in the carb. What I would like to do is run my motor to drain the excess fuel and fog the cylinders.
My motor is set up with an electric start and remote controls on the boat. Those were disconnected from the boat and the harness is still attached to the motor. I initially thought that I could simply use the pull start to move the pistons but the pull start will not move.
How can I hook a battery up to start the motor? I have the gas tank and water tank ready but now I don't know if I can even do this.
Any ideas?

The gas in the carb may have flooded into a cylinder, causing a lock-up. Pull the plugs out and try again, but DO NOT try the starter until you've done this- you could break a rod or crankshaft. Isn't there a drain on the carb bowl?

I found and downloaded a manual for my Honda 9.9. I have to remove the electric start/manual pull start assembly which sits on top of the flywheel. I can then pull start it with the emergency pull cord. By removing that assembly it frees up the flywheel.

There should be a drain screw on the bottom of the carb bowl. if you can get to it, could be a lot easier than trying to start it just to run fuel out.

Mr. bill is correct if you can get to the bottom of the carb bowel as most will have generally a #10 bolt at the bottom or smaller. Then disconnect the fuel line and see if you can remove any excess fuel out of that as well within the engine.
I would be cautious about removing anything off the engine. I use to remove the spark plugs and then moved or turned the prop. It might be hard but as long as the plugs are out and not hooked to any battery, it worked for me as a dealer years ago plus I wanted to make sure that the fogging was inside the engine housing. I would ask a mechanic first who services Honda

I don't own a Honda outboard, but I find it hard to believe that you would have to dismantle the electric starting components to be able to use the pull start. What would you do if you were caught with a dead battery?
At any rate, I agree with the idea of at least draining the fuel bowl on the carb.
