Keeping water out of the transom

I'm installing an outboard and was wondering what kind of hardware should be used to keep water from entering the transom where the cables/lines enter the boat? Boat already has an inboard tank

Keep the holes above the water line and put a bung in the hole.

Clamshell vents work for that.
