Keel Stepped mast boots

Have a question for all you keel stepped mast owners. For the boot/plate assembly on the cabin top, which way do your bolts face? When I took my rig down a few weeks ago, the bolts came out from inside the cabin which I thought was strange. I put it back that way with sealant. Now I'm battling leaks. I'm thinking it might be harder to seal with threads stick up outside vs putting the bolt in from the outside and sealing a smooth shank. Also, might put some washers on so they can force sealant into hole. Funny, when I pulled this mast, there was so much silicone on the boot itself that we raised the boat out of the water 4-5 inches before it "broke".....The leaks are seemingly bolt related and wicking into headliner. Not dripping down mast. And yes I sealed the sailtrack....

Our 11.0a has the bolt head on the exterior, threaded ends inside, finished off with Acorn nuts on top of the nut inside.

Thanks for looking. That's what makes sense. I rebedded mine "upside down" as that's how they came out. If it leaks again, I'll redo it and flip em around
