Has anyone had experience with running a low line, keel to rudder on a sailboat to keep lobster lines from tangling the prop?

Not exactly, but on a boat I had I ran a structural member from the hull behind the keel to the skeg at the bottom of the rudder. Essentially doing what you are proposing, but solid, not a line. If you have a skeg hung rudder, it would be easy enough to do. Without, hard to envision how you'd do it.

A guy on the Maine Sailing/Cruising FB page put these on his Pacific Seacraft.
Scimitars, he was told they were nearly as effective as a cage(but way cheaper).
They had about the worst time with pot warp that I've heard of. The first season with the boat, they wrapped one and it ruined the drivetrain. Had to repower, full repower.

I have gotten by for many years by just watching the pots and toggles carefully, and not challenging them. However, that took a toll and my wife refused to cruise maine again. 
Sabre, a Maine Company, put these little bronze rods in front of the rudder to keep the warps from catching on the rudder.
