Keel hollow

I've hauled Sin Tacha (series I)for some R & R and discovered a 1/4"
machine screw threaded into the side of the keel, right at the bottom,
below the bilge drain plug. On removing it a small amount (1/4 cup) of
water came out. This area appears to be a hollow area behind the
ballast, below the bilge. Is this cause for concern, or do I caulk the
screw, put it back in, and forget about it ?

We seem to have a similar problem. So far I've had advice from three
"experts" and acted according to their advice but the problem is still
there. The sailing season over here is over by now and my boat has been
brought to land. Now I've contacted a someone who has a lat of experience in
working with boats , polyester and epoxy.

I've got several photographs of the things I did during the years but I
think I'll better send these to your private address if you want them.
