I just purchased a 1983 Cat 25 swing keel model. The winch cable is broken as part of the maintainence the past owner told me to replace the cable every two to three years. Should the keel hanger assembly including pin be replaced, it is 20 years old?????

with the boat on the trailer you can place a floor jack under the keel below the keep pin an take up the weight. You can then remove and inspect the castings and keel pin for wear. it depending on amount of use, however under normal conditions I would think the keel cable should last well over two years - it is easy to inspect and replace.
