as a practical matter you will be ahead of where you are now if you tighten them at all. I found a 3 inch deep 1 1/4 impact socket on ebay. Using a beam style torque wrench I tried to get them to 160 ft/lbs but could only get to 120 given the tight area and horizontal turning plane- you can't just bear your weight down on it.
Your keel and my keel has not gone anywhere after years of neglect so just do your best. Two of my bolts before torqueing where only a little more than finger tight.
