If water is coming up thru the keel bolts, then the seal of the keel to hull is broken which is 5200. There may be a short gap way of fixing temporarily, but the permanent way unfortanetly will be to drop the keel, clean off all the old 5200 sealant and reseal. You will need to have the boat lifted off the keel.
