keel and outboard

what is the rule of thumb for running my 9.9 outboard on my 20 ft daysailer should my retracktable keel be up or down or what?????

The rule of thumb is to retract, however don't fully retract if you are in traffic or pulling up to dock and are powering slowly you lose tracking ability in these conditions. Also, if powering in seas and or windy conditions leave the keel down or you risk rounding-up or sliding sideways and possibly laying flat. If you can fully steer the boat using motor only your boat becomes a powerboat and the need to lower the keel is reduced. Novelman

If the ballast is in the keel do not

retract more than halfway as the boat may become unstable and roll over. If the ballast is fixed to the boat and you just have a center board then you only need the board down when sailing upwind and it is ok to retreive it when motoring. A 9.9HP is an overkill for a 20' daysailer, I would be most concerned about the weight in the transom.
