Trim the jib first.
Does this apply to masthead only and not fractional because the jib has the power or does it apply to both because the jib is the leading edge?

Yes it's for masthead rigs. The only reason is that the jib/genoa being a large sail develops the horse power that drives the boat. While tacking, the goal is to loose as little speed as possible. Trimming the jib first puts that power back to work sooner.
On a frac rig the reverse is true so you would trim the main first.
