or do I need to buy a new water pump/impeller housing? The kit I bought seems to suggest that I can replace the cup, but maybe there's a trick to getting the old one out...?

Should I just wrestle it with needlenose pliers?

It's off a Nissan/Mercury/Tohatsu 4 stroke 4 hp.

yes take some needle nosed pliers and grab it through the center hole and the slotted hole ......you may need to use some pb blaster or kroil spray to get it loose
