I purchased a dinghy which was partly imported from Germany and assembled here using other parts. It was a name-brand, but just a bill of sale. Per very helpful DMV instructions, I registered it as home-built. Did with another also which had never been registered when I decided to put an outboard on it.

I built and registered a small dinghy as a home built boat. Since you are totally refurbishing this boat perhaps you can claim it is home built?
This is what a DMV clerk in NY said I should do to register a trailer that I had lost the title to. Declare it home built and pursue a title that way. It still would have been a hassle. It would have had to be weighed, blah blah blah.
I don't think I would buy a boat or trailer without a title either.
As for the OP, maybe the insurance industry maintains a list of stolen boats?

Did you know you can buy blank MCOs online?... Did you know you can buy notary stamps online without showing proof of being a notary?

Eventually a fake notary stamp will be noticed and the fines involved would make it insane to even try such a thing imo. But I am sure people have gotten away with it.

:D i saw a service company notarize a service contract one time by using a state corporate seal for stock and i was thinking about your statement at that time wondering what the ramifications would be

I think you might have some bad info on the titling requirements in NC. But needless to say, all you really need to do is find out who last had it titled. Then ask that guy to release the title to you. If your boat still has registration numbers on it, then call the agency for what ever state it was last registered in with those numbers and find out who has the last registered title for the boat. My local marina does this for abandoned boats all the time and gets the name, address and phone number of the last titled owner. Then get them to release the title. Even if they lost it you can get the authorities to create a new one. Then take that to your Game and Inland Fisheries people and you will be done.

My suggestion is to contact any friend or associate you might have that operates a marina or boatyard.
When they have abandoned boats there is a process where they can get a title on the vessel. It may be expensive and time consuming, but it is one possible legal route.
You are NOT going to find an 'easy way out' of this. Let this be a lesson to all thinking of purchasing an unpapered boat.
Over my career, I have seen many a great boat in dire need of an owner, available for nothing, but the boat is unpapered and even for free, it is not worth the trouble.

Just thought I would give an update on trying to register my project boat in case others here may have to same issue. It looks like I am dealing with someone at the NC Wildlife Commission that is very understanding and helpful. I sent him my letter of deletion I got from the CG. He sent me back a "sworn statement of vessel purchase" and a "NC vessel registration and title application" forms to fill out. Looks like things are heading the right way so far :)

And another update. Got an email from the NC Wildlife Resource Commission issuing me my boat registration numbers and title....YIPPEE!. A few hoops I had to jump through but not as bad as I thought it would be. The "Sworn Statement of Vessel Purchase" form was the key. It's basically a statement asking why the proper paperwork and procedure was not used. I just had to write up a 2 page reason why. Only my signature was required but needed to be notarized.

It's done. I got the vessel registration in the mail today from the state of NC. Title will come a little later.

I got my personal property tax bill from the county this month.... It was totally FUBAR. They had listed a boat that I sold two years ago but they had it sitting on my current boat's trailer. The odd thing is they had it right last year so how do you get it half wrong a year later is beyond me...:confused:

The clerk at the county office was nice enough but it was really discouraging to see how bad they had messed it up. He looked up my records from the Dept. of Game and Inland Fish and said "Oh yeah... I see you sold this boat two years ago" and I said, yes and I bought a different one ... "Oh yeah I see that here"... and I said "good and the trailer you are taxing me for is correct and goes with the boat that you are not taxing me for"... He pulls up my DMV records and says "Oh yeah, I see that now"...

Anyway, it took about an hour, I got a tax refund for the boat I no longer have and am waiting for a bill for the one they did not correctly tax. I just hope they don't try and tack on a late penalty :neutral:
