There is a thin foam gasket on the top of the stainless plate/valve on the bottom of the hull. It's supposed to be glued to the plate but mine came unglued, floated up and prevented the water from coming in. Eventually the water seeped in and filled the tank. The next time I had the boat on the trailer, I re-glued it.
Is it possible for H26 ballast tank to not fill completely?

I got a response back from Rgranger on distance from the rub rail to the water line. The distance from the rub rail at the shroud chain plates to the water line is 37.5 and at the bow to the waterline is 40 inches with the water ballast in.
Radeoo4l, please check the distances on your boat and if the boat is on the trailer, measure to the scum line. If that is appx. what you have, you are fine. Please let us know.

This was the issue. I was able to put a dowel rod through the vent hole and push on the gasket through one of the fill holes. I water started to come in the tank immediately. It was probably a little more than half full.

Glad that worked! I couldn't help noticing the mast is sitting with the top forward rather than the base. Just curious why.
That is the base that is forward. I could have easily mixed it up though since I had the mast off the boat all winter. The mast is straight up now.

Ah yes. I zoomed in and saw the base. I thought I was seeing the mast light on that end.
