Irwin keel composition and design

Sorry if this has been asked before - I'm having trouble finding an answer via Google searches.
Do all Irwin keels have the same ballast material, and is it iron or lead?
If lead, are Irwin keels 'lead outside' (i.e., like C&Cs, J-boats, etc, with bare metal covered only with barrier coat and antifouling paint), OR are Irwin lead keels encased in fiberglass?

Irwin 37 c.c. Cutter indian rocks beach, fl.
On my 37, it has 5000 pounds of lead glassed into the keel. None of it is exposed.
