is there a way to reconditions bring some life back into the wood without sanding it down and restaining.
There might be. Knowing what the finish is, oil, water or alcohol base is important. Generally, you can't use water-based finishes over oil-based finishes because the oil repels the water. Water-based or alcohol-based finishes dry more completely, leaving no conflicting substances. New formulations can be designed to overcome that limitation. If the finish is original, the oil-base may not be there anymore, so you probably don't need to be concerned if it is over 30 years old.
Hand sand with 220 or 300 grit loose paper to smooth rough finish edges and give it a little tooth. Then, if a hard bright finish is desired, Epiphane Spar-varnish is considered the best. If it is an oiled finish, teak oil or something like that, choose whichever is appropriate and wipe it on with a lint-free rag. Do at least 5 coats, more for exterior wood.
