Interior paint is falling apart

The paint inside my boat is peeling and flaking. It seems to have two different cotes. One a yellowish color, and the top one white. It is flaking off in some places right down to the bare fiberglass. I was planning on sanding it down and painting over it with exterior house paint. Is there any type of special primer or filler that must be used before I paint? Are the two coats of paint or is one a primer? Thanks in advance for your help. If I get my camera working I will post pictures of it.

My guess is

You stored your boat with a heat shrink cover over it and it got too hot and humid inside. Let me know if I'm right.

I just bought the boat. I have know idea how it was kept. The paint I am planning on using is Rustoleum Industrial Enamal from Home Depot. The most pertinant question is, Is there a special primer or filler I need to use on bare fiberglass. You can see the criss-cross hatch marks already through the paint that is there. This does not bother me. I figure with enough coats I can cover over this. At only $23 a gallon. It shouldn't be a problem.

Alkyd enamel

Don Casey's book "This old boat" says that Alkyd enamel can be used to paint the interior of your boat. There is a whole chapter on painting. Sounds like somebody already painted. You are going to have to get rid of all the paint and then repaint. If you don't own the book, buy it. We have found it to be a wealth of information and very empowering.

We used Zinzer's bathroom enamel (+)

on an Alberg 30 a couple years ago--made to be mildew resistant, it comes in both a sealer and topcoat. We used a satin finish, it looked great, stayed in great shape, and was easy to clean for the occasional smudge. Hope this helps-- Bill "Ngemelis"
